Step 1
Let’s start out by creating a new file. I used a 700×700 pixels canvas set at 72dpi, and I filled my background with black. Now select the Brush Tool with 18 px soft brush then set the foreground color to #075CFA color shade. In a new layer paint use your brush tool to create the line shown below then change the brush size to 2 px and draw a #00FFF0 color shade line on the middle of the blue line.

Step 2
Go to Filter > Distort and apply a Polar Coordinates effect to your line design, use the setting below.

Step 3
Now duplicate your circled line design. Then go to Filter > Distort and apply a Waves effect to your duplicated line design, use the settings below.

Step 4
Set the layer’s opacity level of your duplicated line design layer to 49%.

Step 5
Now add more line designs by duplicating the original line design and using the wave filter to create the same pattern design shown below.

Step 6
Add a marquee selection around your wavy design then go to Edit > Copy Merged. Then go back to Edit > Paste. Now apply a gaussian blur through Filter > Blur, use the setting below.

Step 7
Now set layer’s blending mode of the blurred design to Hard Light. Use the eraser tool with a large soft brush to erase the top design as shown below.

Step 8
Here I added a marquee selection around the first set design and copy merged through Edit. Set the layer’s blending mode to Lighten and apply Wave filter to make the duplicated unique.

Step 9
Now fill up your canvas with random designs, try to design something shown below.

Step 10
Once you have a complete design add a marquee selection around your canvas then copy merged. Apply a Splatter effect through Filter > Brush Stroke, use the setting below.

Result:

On the Layers Window set the layer’s blending mode to Lighten.
